Canada PR Provincial Nominee Program

Provincial Nominee Programs (PNPs) are immigration programs operated by Canadian provinces and territories (except Quebec and Nunavut) that allow them to nominate individuals for permanent residence (PR) in Canada based on local labor market needs and economic priorities.

How Do PNPs Work?

There are two main ways to apply:
1. Express Entry-Aligned ("Enhanced") Streams
  • You create a profile in the federal Express Entry system.
  • If a province nominates you through an enhanced PNP stream, you get 600 extra CRS points, virtually guaranteeing an Invitation to Apply (ITA) for PR.
  • Example: Ontario's Human Capital Priorities Stream.
2. Base Streams (Non-Express Entry)
  • Apply directly to a province's PNP.
  • If nominated, you then apply for PR through IRCC (Immigration, Refugees and Citizenship Canada).
  • This route usually takes longer.
